Association of Government Accountants partners with respected audit and accountability experts to deliver live event exploring internal control concepts applied to government shared services practices.

Washington, D.C.– April 10, 2013
The Association of Government Accountants (AGA), in conjunction with speakers from MorganFranklin Consulting, the U.S. Department of the Treasury, and the U.S. Department of Agriculture (USDA), will be hosting a live audio conference titled “Internal Control Considerations in a Shared Services Environment” on Wednesday, April 17, 2013. As many government agencies adopt shared services and consider it as a way to more effectively utilize scarce resources in challenging budget times, this new way of conducting business brings risks as well as benefits. The audio conference will introduce internal control concepts as they relate to shared services practices in government.

Speakers include Adam Goldberg, Executive Architect at the Treasury Department’s Office of Financial Innovation and Transformation (FIT); Gil Hawk, Chief Information Officer at the USDA National Finance Center; and Francois Barnard, Manager at MorganFranklin Consulting, a business and technology consulting firm that delivers financial management, performance improvement, and technology enablement solutions to government and industry clients. Serving as moderator is Geoff Harkness, Managing Director at MorganFranklin Consulting.

The first segment will provide an introduction to shared services and an outlook on where the federal government is headed with regard to shared services adoption. The second segment will feature the perspective of a shared services center of excellence (COE), the USDA National Finance Center. The final segment will address user agency control responsibilities, including a discussion of SSAE16, Reporting on Controls at a Service Organization. The live event will conclude with a 30-minute question and answer session. Topics of discussion include:

  • Introduction to shared services
  • What is the future for shared services in the federal government?
  • Internal control considerations from a shared services provider/federal center of excellence perspective
  • Internal control considerations from a user agency perspective
  • What is SSAE16 and what does it mean to the parties in a shared services arrangement?
