The newly appointed Director identified that organizational silos, communication challenges, and collaboration issues impacted the Office of Policy for Extramural Research Administration’s (OPERA) ability to achieve optimal effectiveness and efficiency in servicing a diverse range of stakeholders. Leadership turnover within the organization, many concurrent initiatives, and limited resources provided additional hurdles to OPERA as the organization strived for operational excellence.

Results Delivered
We conducted a Stakeholder Needs Assessment that captured data across organizational and tactical areas to determine how the existing structure and processes of OPERA enabled operational effectiveness within stakeholder functional areas. We identified several root causes of stakeholder dissatisfaction and provided several recommendations to support improvements to the tactical and organizational environment.
