Charles "Chris" Herndon, Managing Director

Chris Herndon is Managing Director and Chief Technologist at MorganFranklin.

Herndon has been responsible for conceptual development, implementation, integration, testing, fielding, and program management of numerous communications, intelligence and C41 systems.

He previously served as Head of the Tactical Technologies Section at the Naval Research Laboratory in Washington, D.C. In that role, he served as Project Manager for the InfraLynx program.

After Sept. 11, Herndon and his crew restored basic infrastructure and provided local communications to the area surrounding Ground Zero by bridging dissimilar systems in less than 24 hours. On a recommendation from the Combatting Terrorism Technology Task Force, InfraLynx was formalized and expanded beyond DoD to several other Federal, State and local agencies.

As Chief Technology Officer of the Tactical Technologies Development Lab from its inception in 1993, Herndon recommended advanced IT architectures and led the team's implementation of them. He grew the organization to an integrated team of 30 government and contractor personnel.

Herndon earned a B.S. in electrical engineering under the Cooperative Education Program at the University of Maryland.
